John Billingsley, the son of Samuel, born Sep 10, 1781 in Onslow County, North Carolina.  He served as a member of the Bledsoe County court for many years and as chairman several times.

He served in the 15th Tennessee General Assembly, Senate, 1823-25, representing Bledsoe, Anderson, Morgan, Roane, Thea, Marion, Hamilton and McMinn counties.

In1830 he built and finished his twelve room brick house that was in District V.  John at the time of his death owned forty slaves, twenty-three males and seventeen females, and owned 1,500 acres of valley land and 7,000 acres of mountain land.
