According to the book 'Sam Houston' by James L. Haley, published in 2004 (University of Oklahoma Press), page 74, Commandant Matthew Arbuckle got into a dispute with Sam Houston, over how many barrels of Monongahela whiskey, corn whiskey, cognac, gin, rum, and wine he could order.  Houston claimed he was ordering the barrels for personal consumption.  Arbuckle suspected he intended to resale the alcohol to the Cherokee.  Because Houston claimed the purchase of alcohol for his own use, Arbuckle objected to the quantity proposed by Houston.  The dispute ended up being resolved by Assistant Secretary of War P. G. Randolph, who sided with Houston.  Houston was later called or known as 'Oo-tse-tee Ar-dee-tah-skee' or 'Big Drunk' by the Cherokee who knew him.
